Overview

Jamie Franklin is a partner in White & Case's Project Development and Finance Practice and a member of the Firm's US Energy and Mining and Metals Industry Groups, resident in the Houston office. He is an English-qualified lawyer with experience practicing in London and Singapore and has advised clients across the North America, EMEA and Asia-Pacific regions for over a decade, helping them navigate some of the most complex transactions in the energy sector, particularly in relation to liquefied natural gas (LNG), gas, natural resources, power and large-scale renewables/clean energy projects.

Jamie has extensive experience in multi-source project financings, acquisition financings, holdco and hybrid financing structures, project bonds/private placements, structured financing platforms, refinancings and other debt-structured products and equity financings in the energy and infrastructure sector. He also advises on joint ventures and project development matters (including power purchase, feedstock and offtake agreements).

Jamie has worked on multiple award-winning, first-of-their-kind transactions, including the Ichthys LNG, Cameron LNG and Pertamina JTB gas projects.

LNG / Oil & Gas / Petrochemicals:

  • A Middle East sovereign wealth fund on its investment, joint venture arrangements and equity commitments for the US$18.4 billion financing of the Rio Grande LNG project in Texas. This is the largest-ever US greenfield energy project financing and won "North America LNG Deal of the Year" by IJGlobal 2024 and "Americas Deal of the Year" by PFI 2024.
  • Cheniere Energy Inc. in the refinancing of US$3.4 billion series of financings to refinance the Sabine Pass LNG project in Louisiana.
  • Excelerate Energy on its entry into a 20-year liquefied natural gas (LNG) agreement with Venture Global LNG to purchase 0.7 million tonnes per annum (MTPA) of LNG on a free on board (FOB) basis from the Plaquemines LNG facility in Louisiana.

  • SMC Global Power on the development of its Illijan LNG-to-power project in the Philippines. *
  • JBIC, NEXI, KEXIM, K-Sure, Bpifrance, Atradius, Euler Hermes, EFC and the commercial bank lenders in the US$20 billion project financing of the Ichthys LNG project in Australia, the largest project financing ever taken to market globally. *
  • Export credit agencies and a consortium of commercial bank lenders in the US$8.3 billion refinancing of and multiple additional senior and junior financings of the Ichthys LNG project in Australia. *

Power & Renewables:

  • The borrower in the refinancing of the Wampu hydroelectric power project in Indonesia.
  • A developer in the development of a gas-fired captive power project in Indonesia.
  • SK E&S and CIP on the development and project financing of the 99 MW Jeonnam offshore wind project in Sinan County in Jeonnam Province, South Korea. This project is scheduled to be the first project financed offshore wind farm in South Korea. Our role involves the full spectrum of contract procurement, project development and project financing.
  • Copenhagen Infrastructure Partners (CIP) on the development, equity sale process and US$3 billion (NT$90 billion) financing of the 589 MW Changfang and Xidao (CFXD) offshore wind project in Taiwan. This deal won "Asia Pacific Project Finance Deal of the Year 2020" by IJGlobal Awards, "Asia Pacific Renewable Deal of the Year 2020" by PFI Awards, "Project Finance Deal of the Year 2020" by FinanceAsia Achievement Awards and "Project Finance Deal of the Year 2021" by IFLR Asia-Pacific Awards.
